Enhancing Procurement Efficiency in the Royal Malaysian Navy: A Resource-Based View on Data, Human Capital, and Risk Management

Abstract
This study examines the critical challenges facing the Royal Malaysian Navy (RMN) in procurement planning and financial decision-making, focusing on the role of data collection, human capital, and risk management. Using the Resource-Based View (RBV) framework, the research assesses how internal resources can be leveraged to enhance procurement outcomes. The findings, derived from qualitative interviews with key RMN stakeholders, reveal significant inefficiencies in data collection practices, including fragmented data systems and reliance on outdated information. Additionally, gaps in human capital development, particularly in data analysis and risk management skills, were identified as major barriers to optimal decision-making. The study further highlights the need for advanced risk management tools, such as predictive analytics, to mitigate procurement risks and improve strategic decision-making. Recommendations include investing in human capital through targeted training programs and adopting integrated data management systems to align procurement practices with the RMN’s strategic goals. These improvements would enable the RMN to enhance operational readiness and maintain a sustained competitive advantage.
