Abstract
  • Government policy implementation is often governed by political demands for continuity, institutional stability, and consensus. This research investigates the implications of political instability, waning political commitment and commitment by governments to implement mass transit policy in Lahore, Pakistan. The study is based on a qualitative case study using 35 interviews with publicly appointed managers, legislators, NGO officials, academics and transit operators. It was found that changes in leadership, delays in the appointment of a new managing director, changes made to Ministerial portfolios and partisan agendas stalled the progress of the Punjab Mass Transit Authority. In addition, it was also found that the erosion of jurisdictional capacity surrounding the government's electoral transition also undermined political commitment. Finally, uncertainty and confusion created by the involvement of Public Accountability Institutions and new Paratransit unions created paralysis on the transit system. This signifies that while the policy and capacity exist to deliver effective implementation, there must exist stable political support and bureaucratic institutions empowered to implement policy. The study concludes that managing overarching legislative protections and minimizing partisan influences are necessary for political and policy continuity.
