Rasuah dalam penguatkuasaan undang-undang di asia tenggara: satu tinjauan skop

Abstract
  • Rasuah kini telah menjadi endemik dalam masyarakat. Agensi penguatkuasaan undang-undang dilihat sebagai salah satu entiti awam yang paling berisiko terdedah kepada rasuah. Artikel tinjauan literatur ini membincangkan tentang faktor penyebab rasuah dan penyelewengan dalam agensi polis di Asia Tenggara. Kaedah tinjauan skop terhadap kajian-kajian lepas telah diaplikasikan untuk tujuan tinjauan ini. Tujuh pangkalan data jurnal dalam talian telah digunakan untuk membuat pencarian artikel yang relevan diterbitkan di antara 1 Januari 2018 hingga 31 Julai 2021. Pencarian awal telah mengenal pasti 2226 artikel. Menerusi tapisan dan semakan kriteria kelayakan, hanya 19 artikel akhirnya dipilih. Hasil tinjauan mengenal pasti 10 faktor utama rasuah dalam agensi polis, termasuklah rasionalisasi, kepimpinan, pemantauan, aduan, birokrasi, latihan, desakan luaran, peluang, ganjaran dan akauntabiliti. Penemuan ini memberi impak kepada agensi polis, agensi anti-rasuah dan pembuat dasar untuk menambahbaik polisi, pelan tindakan rasuah dan strategi kawalan rasuah. Beberapa hala tuju kajian akan datang turut digariskan dalam tinjauan ini, terutamanya reka bentuk kajian berkaitan faktor penyebab.
