The Impact of Ethical Leadership and Islamic Work Ethics on Learning Organization in Malaysian Public Higher Education Institutions: The Moderating Role of Psychological Safety

Abstract
  • This study investigates the impact of ethical leadership and Islamic work ethics on learning organization in Malaysian public higher education institutions, with psychological safety as a moderating variable. Using a quantitative approach, data was collected from 303 administrative staff at two comprehensive public universities in Malaysia. Structural equation modelling analysis revealed that ethical leadership had a significant positive effect on learning organizations, while Islamic work ethics did not show a significant impact. Psychological safety was found to fully moderate the relationship between ethical leadership and learning organization and was more pronounced when it was at a low level. The findings provide insights for fostering learning organizations in higher education through ethical leadership practices and psychologically safe environments.
