The Impact of Ethical Leadership and Islamic Work Ethics on Learning Organization in Malaysian Public Higher Education Institutions: The Moderating Role of Psychological Safety

Abstract
This study investigates the impact of ethical leadership and Islamic work ethics on learning organization in Malaysian public higher education institutions, with psychological safety as a moderating variable. Using a quantitative approach, data was collected from 303 administrative staff at two comprehensive public universities in Malaysia. Structural equation modelling analysis revealed that ethical leadership had a significant positive effect on learning organizations, while Islamic work ethics did not show a significant impact. Psychological safety was found to fully moderate the relationship between ethical leadership and learning organization and was more pronounced when it was at a low level. The findings provide insights for fostering learning organizations in higher education through ethical leadership practices and psychologically safe environments.
