Abstract
  • Packaging procurement is a critical element of operational efficiency in the cement industry, directly impacting cost management, quality, and sustainability. As Indonesia’s largest cement producer, SIG (Semen Indonesia) faces challenges such as supplier dependency, compliance with local content regulations (TKDN), and cost inefficiencies. This study develops a tailored negotiation framework to address these challenges, integrating relevance negotiation framework available such as: 3D Negotiation, ZOPA-BATNA, Integrative Negotiation, and the 7 Elements of Value Negotiation. Data collected through interviews with key stakeholders and analysis of procurement contracts revealed themes such as supplier dependency, local content compliance, and sustainability. The proposed framework provides practical solutions, including supplier diversification, performance-based contracts, and collaborative innovation. This research concludes with recommendations to improve SIG’s procurement strategy, balancing quality, cost, and regulatory objectives while aligning with sustainability goals.
