Post-construction complexity factors affecting infrastructure project performance

Abstract
  • Poor construction project performance is a fundamental issue for both private and public stakeholders. Previous studies highlighted on poor project performance in terms of delay, cost overruns and poor quality for construction projects in general, but lack of literature that highlights particularly on infrastructure project performance. While most studies rank factors affecting project performance attributed from construction stage, this paper focuses on the post-construction stage to identify the complexity factors that have significantly impacted the infrastructure project performance dimensions in terms of time, cost and quality. A questionnaires survey was developed and administered to 37 construction professionals involved in infrastructure projects in Malaysia. Relative importance index (RII) revealed the top rank complexity factors during post construction stage that impacted both time and cost performance is the insufficiency in document preparation for certificate of completion, while insufficiency in time to rectify all defects work without proper schedule of defects is the top rank complexity factor that affected the quality performance. The framework established in this study provides seven (7) consolidated complexity factors during post-construction affecting the three performance dimensions in infrastructure projects related to the issuance of certificate of completion, certifying payment to sub-contractors, detailed statement of subcontractors and vendors, rectification of defect works, defect inspection, handing over process or delivery system and manuals provided for warranty and maintenance. Thus, the findings provide significant understanding and enhancement of existing knowledge of infrastructure project performance in terms of time, cost and quality.
