Abstract
  • This paper explores the critical factors affecting change management success in Public Service organizations. Through interviews with subject matter experts from four agencies, the study validates the importance of Human Resource Development (HRD) practices, leadership, and innovation that contribute to change management initiatives. A preliminary study is done as a validation on the topic of interest that gives an idea of what works and what doesn't on a larger scale, so that it is feasible and sensible in terms of the right population, the right problem, time frame, and objectives. The findings from this study are to address the research objectives by examining the factors contributing to successful change management and providing theoretical and practical insights. The study also identifies contradictions in previous research, highlighting the need for a more nuanced understanding of these constructs in public service organizations. The findings underscore the importance of adaptive strategies and resilient leadership within institutional frameworks, reinforcing the role of strategic management in navigating change complexity.
