Abstract
  • Persistent disparities in school effectiveness continue to challenge educational equity in Sabah, Malaysia, despite extensive national reforms under the Malaysia Education Blueprint (2013–2025). Sabah’s unique geographical constraints, socio-economic conditions, and cultural diversity necessitate a contextualized understanding of internal school factors that influence educational outcomes. This conceptual paper proposes an integrative framework examining the relationships between school climate, school administration, and school culture with school effectiveness, with teachers’ job satisfaction positioned as a moderating variable. Anchored in Open System Theory, School Climate Theory, Transformational Leadership Theory, Organizational Culture Theory, and Job Satisfaction Theory, the paper synthesizes existing literature to argue that internal school dynamics play a decisive role in shaping effectiveness, particularly in resource-constrained and multicultural contexts. The proposed framework extends existing models of school effectiveness by emphasizing teacher well-being as a critical amplifying mechanism. This paper contributes conceptually by offering a context- sensitive model relevant to Sabah and similar peripheral regions, while providing practical implications for policymakers and school leaders seeking sustainable educational improvement.
