Abstract
  • This paper is emancipated from a larger intrinsic case study adopting the qualitative approach on the management of psychometric data at a case, a school located in Putrajaya. This case has been identified by the education authority for its systematic organisation of psychometric assessment for the students. Psychometric Assessment (PPsi) is the non-academic component of the School-Based Assessment (PBS) initiated by the Ministry of Education Malaysia where the general dissemination of information and implementation procedures are standardized. Nevertheless, some schools are more able to conduct the procedures than the others and this case has manifested its ability. The main purpose of this paper to tease out the research constructs and craft the conceptual framework on the effective management and implementation of psychometric assessment at the case. Data collection is conducted at intervals through conversational interviews and compiling relevant documents across four months. Coding and memoing are carried out. Through the analysis on the data collected, two significant domains are teased out – the professional management of psychometric assessment and organisational support on its administration at the case. Five major aspects on professional management are determined namely knowing the tests, maximising engagement and encouraging honest responses, administering the tests, Interpreting the scores, and communicating and storing test scores. Essential organisational supports identified are closely related to the roles played by the assessment administrators, teachers, students and external stakeholders. These have enabled the research team to reach the concepts for successful management and administration of psychometric assessment at this case by translating the findings on to the… This conceptual framework can be a useful point of reference for other novice school leaders especially to kickstart the execution of psychometric assessment and ensure more focussed and systematic management can be carried out at their respective school.
