Developing a framework of effective risk communication for crisis management in the Abu Dhabi police department

Abstract
  • Effective communication method helps in crisis management in any organization to mitigate the effect of a crisis. This research study aims to identify the role of effective communication by the Police department of Abu Dhabi in crisis management. The objective of the study is to explore how effective communication channels help the Police Department of Abu Dhabi in dealing with a crisis or disaster and another objective of this study is to address the different barriers faced by the police force in applying effective communication in times of crisis. Exploratory research design has been implemented in this study where qualitative research has been conducted which uses 3 participants from three sub-units of the Abu Dhabi Police Department i.e., Rescue and Search Unit, the force for Patrolling, the unit of forensic services Data collection has been done with the help of systematic and purposive techniques of sampling and then the data from different variables. Thematic data analysis method has been used in this study. The data will be observed and matched with other data based on which the required outcome will be deduced. For thematic analysis, sub themes have been developed. It has been found that participants believe that it becomes difficult for the rescue department to function properly because of barriers in decision making. The three different department of individuals opined different challenges that they face in their department which indicates their problems related to communication. Besides, a model has been developed which will help the departments to manage effective communication during the emergencies. Again, communication channels have an important role within the departments of forensic, rescue and operations and patrolling. This will help the departments to manage high quality communication and exchange important past information in a quick manner. Therefore, the conclusion has been drawn accordingly and followed by several recommendations that consists of a combination of Fink’s risk management model and Linear communication mode. The model suggests how the flow of communication will be improved. Hence, recommendations have been provided to mitigate the linguistic and technological barriers.
