Abstract
  • Isu prestasi pentadbiran awam sentiasa menjadi perhatian rakyat dan kerajaan di seluruh dunia. Justeru, pengukuran prestasi menjadi instrumen utama dalam reformasi pentadbiran awam yang berfungsi menyediakan kerajaan dengan penanda aras seterusnya mendorong kerajaan untuk meningkatkan prestasi secara berterusan. Berbeza dengan peringkat Persekutuan yang meliputi pengukuran prestasi penyampaian agenda kerajaan kepada rakyat, sistem pengukuran prestasi di peringkat negeri lebih bertumpu kepada pengukuran prestasi sumber manusia sahaja. Tujuan kajian ini adalah untuk membangunkan instrumen indeks bagi mengukur prestasi Kerajaan Negeri Terengganu secara lebih menyeluruh melingkupi pelbagai perspektif iaitu pelaksana, perlaksanaan, keberhasilan dan impak agenda-agenda kerajaan. Kajian ini mengaplikasikan Kaedah Fuzzy Delphi (FDM) bagi menentukan kesepakatan dan persetujuan kumpulan pakar terhadap domain, indikator dan subindikator yang dicadangkan sebagai elemen bagi indeks ini. Berdasarkan maklum balas yang diterima daripada kumpulan pakar menerusi instrumen soal selidik; nilai ambang, peratusan kesepakatan kumpulan dan skor Fuzzy bagi setiap item dikira untuk memberikan kesimpulan mengenai kesepakatan dan persetujuan kumpulan pakar. Hasilnya, sebanyak 14 indikator dan 46 subindikator di bawah lima domain telah dimuktamadkan sebagai elemen bagi indeks ini. Kajian masa hadapan dicadangkan dijalankan untuk menetapkan pemberatan tertentu bagi setiap item ini; menimbang keperluan penunjuk lain; serta menyiasat pelaksanaan dan keberkesanan instrumen indeks ini.
