The Relationship between Perceived Effectiveness of the Whistleblowers Protection Act 2010 and Intention to Whistleblow among Government Servants in Malaysia

Abstract
Whistleblowing is an important tool to encourage transparency and accountability especially among government servants. In Malaysia, the Whistleblowers Protection Act (WPA 2010) was enacted to provide legal protections for whistleblowers. However, the effectiveness of this legislation still remains unclear. This study is an exploratory study to observe the perception on the effectiveness of the protections provided under the WPA 2010 among the government servants; and to examine the relationship between these perceived protections and the intention to whistleblow. To achieve these objectives, a quantitative approach was employed using a structured questionnaire distributed to government servants in Putrajaya. The analysis indicates that the regression model was statistically significant, F(15.125), p < .001, and explained 35.9% of the variance in the intention to whistleblow (R² = .359, Adjusted R² = .335). In terms of the relationship between protection provided and the intention to whistleblow, the study found that only protection provided for related person is significantly correlated with the intention to whistleblow among the government servants.
