MARITIME COMMUNITY PERCEPTION TOWARDS ROLE AND FUNCTION OF THE ROYAL MALAYSIAN NAVY

Abstract
  • Malaysia is a maritime nation with an Exclusive Economic Zone spanning 569,845 km² and 65,035 km² of territorial waters. Although law enforcement in the sea falls under the jurisdiction of the Malaysian Maritime Enforcement Agency, surveillance and defence operations are tasks assigned to the Royal Malaysian Navy (RMN). Despite the presence of naval assets, illegal activities like encroachment by foreign fishing vessels and piracy still occur, leading to the loss of national revenue of up to RM6 billion annually and an estimated theft of 980,000 tonnes of the country’s marine resources. Therefore, this study was conducted to examine the current perception among local maritime communities on the RMN’s role and responsibilities in ensuring the safety and sovereignty of Malaysian waters. Using an online quantitative survey, data were collected from 238 subjects from maritime communities in Selangor, Negeri Sembilan, Melaka and Johor. Three cornerstones were used to address the issues for effective management of maritime security, namely risk management, quality management and perception theory. The findings showed that there were significant associations between the risk level at sea and relationship and cooperation that influence the people’s perception of RMN in preventing crime and threats in the country’s waters.
