Faktor mempengaruhi orang kurang upaya menyertai program Return to Work: Suatu sorotan awal

Abstract
  • Artikel ini merupakan suatu sorotan awal berkaitan faktor-faktor yang mempengaruhi orang kurang upaya (akibat kecederaan dan penyakit) kembali bekerja. Perbincangan terbahagi melalui tiga domain utama iaitu domain peribadi, domain pekerjaan dan domain polisi dan perundangan jaminan sosial. Dalam konteks Malaysia, program Return-To-Work (RTW) telah mulai dilaksanakan oleh Pertubuhan Keselamatan Sosial (PERKESO) pada tahun 2007. Berdasarkan analisis literatur, penulis mendapati bahawa sistem sokongan kepada pekerja yang mengalami ketidakupayaan selepas mengalami kecederaan dan penyakit telah sekian lama wujud di peringkat antarabangsa. Penulis merumuskan bahawa terdapat lompang pelaksanaan program Return-To-Work di Malaysia dari segi akses untuk kembali bekerja, yang mana ia hanya terhad kepada mereka yang mengalami kecederaan dan penyakit sahaja, tanpa mempertimbangkan mereka yang telah sembuh dari masalah gangguan mental. Disamping itu, akta anti diskriminasi pekerjaan juga perlu diperkenalkan bagi melindungi hak dan kebajikan pekerja kurang upaya.
