The Impact of Using New Media Tools on Human Resource Training and Development in Palestinian Universities in the Gaza Strip: Technological and Cultural Challenges in the Post-War Digital Environment

Abstract
  • This study investigated the impact of using new media tools on the training and development of human resources in Palestinian universities in the Gaza Strip, particularly amid the challenges posed by the 2024–2025 post-war digital environment. Employing a descriptive-analytical approach, the study targeted students at Al-Quds Open University, with a sample of (180) valid responses collected via electronic questionnaires due to the war’s impact on infrastructure. The findings revealed a very high level of adoption of new media tools—especially Digital Communication Tools, Interactive Tools, and E-Learning Platforms—with a significant positive relationship between these tools and human resource training and development. Multiple regression analysis identified Interactive Tools as the strongest predictor, explaining approximately (39%) of the variance in training effectiveness. Additionally, no statistically significant differences were found in the perceived impact based on demographic variables such as gender, age, and educational qualification. Based on these results, the study recommends enhancing internet infrastructure to ensure stable digital connectivity during emergencies, providing psychological and social support to learners, increasing awareness and training on e-learning platforms, leveraging the flexibility and diversity of new media in training programs, and strengthening mechanisms to ensure the practical application of acquired skills. These measures aim to optimize human resource development and resilience in educational institutions facing exceptional circumstances.
