Abstract
  • The evolution of information technology has brought everything into several benefits. Apart from enhancing efficiency, it has turned the world into a global village and made access to information quite easy. The education sector has also not been left behind in tapping into the deep resource-well of technology. The use of information technology in education has become more than just an option. For effective learning, there are many ways of integrating information technology that can encourage people in their everyday learning processes. One strategy that is actively used now is the e-learning approach. All people include those are disabled and special needs might gain benefit from the variety and usage of these technologies. In this paper, a mobile application (apps) will be chosen as a tool in the learning approach which can enhance the learning process of dumb and deaf people. As such, the purpose of this paper is to discuss the design and implementation of mobile apps which is focused on dumb and deaf people. The objective of this application which is also known as Malaysian Sign Language (MSL) is to assist people who are dumb and deaf to learn the sign language anytime and anywhere with their own suitable situation. Besides that, the application can give new knowledge for everyone, especially community and regardless of their age to learn sign language.
