Bridging SMEs and Cloud: Key Adoption Factors with the TOE Framework

Abstract
Cloud computing in businesses brings about the following advantages: low computing costs, high availability, high data security, and efficiency. However, small and medium enterprises (SMEs) in emerging economies still far considerable challenges that hinder the widespread adoption of cloud computing. Furthermore, the Technology-Organisation-Environment (TOE) has been extensively applied for identifying IT adoption at organisational level. Therefore, this study explores the critical factors driving cloud computing adoption among SMEs, applying the TOE framework as the main theoretical foundation. This study uses three major search terms, cloud computing, SMEs, and cloud computing, to source literature from different online databases and use articles published from 2014-2020. From this search, fifteen articles were chosen for critical review. This study reveals that within the technology factor, sub-factors with the highest frequency include security and data privacy, cost saving, relative advantage, and compatibility. Under the organisational factor, the subfactors that received the higher response scores included top management support, organisation size, and technology readiness. Meanwhile, under the environmental factor, the area showing intense competition showed the highest frequency scores for competitive pressure for regulatory support for legal issues. Overall, this study may assist researchers, government and other stakeholders understanding the factors when persuading SMEs in adopting cloud computing.
