Abstract
In response to intensifying global competition for highly skilled digital talent, nations are increasingly leveraging digital governance and innovation ecosystems as strategic instruments to position themselves as attractive destinations for professionals. This study examines the effects of e-government service excellence, the digital innovation climate, the quality of digital public services, and international ICT collaboration networks on the attraction of skilled talent in Kazakhstan, with perceived digital nation attractiveness serving as a mediating variable. Grounded in Human Capital Theory and Place Branding Theory, the study conceptualizes digital public infrastructure and innovation-driven governance as critical strategic mechanisms through which countries enhance international recognition and appeal to global talent. A quantitative research design was adopted, involving the administration of structured questionnaires to stakeholders within the digital and ICT ecosystems. The collected data were analyzed using statistical techniques to examine the proposed relationships. The primary objective of this research is to contribute to the growing literature on digital country branding and talent competitiveness by offering empirical evidence from an emerging economy context. From a practical perspective, the findings provide valuable insights for policymakers seeking to strengthen digital governance and foster a supportive innovation environment, thereby enhancing their ability to attract and retain global digital talent in the contemporary digital era.
