Abstract
  •  The quality of public service served by the public sector and state-owned enterprise is currently still running on traditional infrastructure systems built on physical data centers. Technological advances in this quite dynamic industrial era of 4.0 should be able to go hand in hand with the government's roadmap in developing technological advancement that support government operations. The adoption of cloud computing, especially in the public sector and state-owned enterprise, still having concerns and challenges on its application and operation, several non-technical factors also become obstacles for the government to use this technology, issues such as data security, limited budget and internal resources and a lack of vision from the top leaders in this technological development was the cause. This research provides a resolution overview for government agencies and state-owned companies, as well as technology providers in formulating cloud computing adoption strategies using several marketing and technology management frameworks such as PESTLE, Technology Adoption Life Cycle, Technology Acceptance Model and follow by strategy formulation using SWOT and TOWS analysis.
