Barriers to implementing sustainable housing development: from the perspective of developers

Abstract
  • The construction industry is increasingly prioritizing sustainable development, adopting strategies like green building to minimize environmental impact, enhance energy efficiency, and account for social and economic considerations. This shift reflects a broader effort to incorporate sustainable practices into construction projects. In Malaysia, this trend is evident through the government's promotion of environmentally friendly and green construction, which has led to advancements in sustainable development. However, in housing development, there are some barriers that hinder developers from implementing sustainable housing development. Therefore, this study seeks to examine the challenges faced by developers in implementing sustainable housing development, using a survey conducted in Selangor. Selangor has a significant number of sustainable development projects under the Fourth Rolling Plan (RP4) of the 12th Malaysia Plan (12MP), with a total budget allocation of RM3.41 billion in 2024.Data were obtained using a quantitative approach with questionnaire distribution to 186 housing developers in Selangor. The data obtained from the questionnaire will then be analyzed using descriptive analysis with the help of Statistical Package for the Social Sciences (SPSS) software version 29.0 to generate the mean score. The findings highlight significant barriers across institutional, economic, social, design, technical, and technological aspects. The lack of government incentives, unfamiliarity with sustainable materials and products, resistance to changing existing consumer perceptions, and the lack of professional knowledge and training for workers and staff in sustainability stand out as the main barriers within each aspect, respectively. Overcoming all these barriers is crucial to unlocking the potential for implementing sustainable housing development.
