Abstract
  • The main purpose of this study was to investigate the relationship between human capital and service delivery with public service effectiveness and efficiency of Malaysian government ministries. Organizations that combine human capital and service delivery are likely to perform better, to assess whether these arguments apply to the public sector; we explore the human capital and service delivery and perceived service effectiveness and efficiency of Malaysian government ministries. The data will be collected based on the self-administered questionnaire from officers of the selected ministries in the administrative city of Putrajaya, Malaysia. Descriptive statistics, confirmatory factor analysis (CFA), hierarchical multiple regression and Structural Equation Model (SEM) in AMOS will be used to analyse the data collected in this study.
